Police say about 25 minutes later, a 22-year-old woman was shot in the head just a block away and died at a hospital.

Police are examining whether the shootings are connected.

The shootings happened amid J’ouvert (joo-VAY’), a carnival celebrating Caribbean culture held before day break every Labor Day. The occasion is regularly damaged by savagery. A year ago, a helper to the senator was executed by a stray projectile.
